서울은 최근 지정학적 긴장 상황으로 인해 전 세계의 이목이 집중되고 있는 도시이며, 우수한 기술력을 바탕으로 ‘스마트 도시’의 세계적 선두주자로 자리매김하고 있습니다. 하지만 서울은 선도적인 스마트 도시 그 이상을 보여주는 도시입니다. 2016년 ‘촛불혁명’ 이전부터 책임성과 투명성을 강조해온 서울은 어떻게 하면 모든 시민들의 권익을 향상시킬 수 있을지에 대해 관심을 기울여왔으며, 이러한 목표를 추구하는 데 있어 다른 여러 요소와 함께 문화를 중요하게 고려하고 있음을 잘 알고 있습니다.
서울의 이러한 ‘문화시민도시’ 전략을 함께 배우고 살펴보기 위해 올해의 WCCF 총회를 서울에서 개최하게 되었습니다. 서울의 중장기 문화계획은 지금까지의 경제 중심적 논리를 넘어서 모든 시민이 문화와 창의성을 통해 더 많은 행복을 누릴 수 있는 도시를 만들고자 하는 의미 있는 시도라고 생각합니다.

WCCF 총회는 세계도시의 삶 속에서 문화와 창의성의 역할에 대해 고민해보고자 합니다. 세계가 세계화와 자유로운 생각의 교류를 받아들이지 못하는 상황으로 인해서 우리 사회에 분열이 일어나지 않을까 우려하게 됩니다. 하지만 문화는 사람들을 하나로 모으는 역할을 합니다. 문화는 스스로를 표현하고 자신의 의견을 전하며 또 다른 가능성을 설명하는 방법이 되기도 하며, 우리가 원하는 미래 도시에 대해 함께 고민하고 토론할 수 있게 합니다.
이번 WCCF 서울총회에서는 두 가지 중요한 연구에 관한 워크숍도 진행됩니다. ‘문화공간 만들기’ 워크숍에서는 창작공간 조성에 있어 도시 정부가 참여하여 역할을 수행하는 것이 필요함을 강조합니다. ‘기후 변화에 대한 문화의 대응’ 워크숍에서는 기후 변화에 대해 우리가 어떻게 대응해나가야 할지 이해하고 설계해 나가는 데 있어 예술가들과의 협력이 필요하다는 이야기를 나눌 것입니다.

이러한 주제들은 회원도시들의 경험과 각각의 도시가 처해 있는 상황과 특별한 맥락을 바탕으로 논의될 것입니다. 세계 여러 나라의 다양한 도시에서 온 총회 참여자들 간의 열린 대화를 통해 도시의 지도자들은 시민들에 대한 책임을 공유하고, 나라 간의 간극을 넘어 서로 연결될 것입니다.
기술은 세계의 물리적 거리를 좁히고, 언론은 세계의 다양한 소식을 전합니다. 이제 세계도시들은 나라 간의 장벽을 넘어 세계의 모든 시민을 위해 함께 목소리를 내야 합니다. 세계시민은 창의적이고 문화적인 도전정신을 갖추고 있으며, 예술이 경계를 초월한다는 사실을 알고 있습니다. 또한 도시가 미래를 위한 최선의 기회를 제공할 것이라고 기대합니다. 이를 위해 문화는 단순한 부차적인 요소가 아닌, 각각의 영역에서 매우 중요한 요소가 될 것이며, WCCF 서울총회가 바로 그 출발점이 될 것입니다.

세계 주요도시 네트워크 ‘세계도시문화포럼’.

Seoul is currently in the global spotlight, thrust into the midst of a tense geopolitical situation. Meanwhile, Seoul Metropolitan Government has been making a concerted effort to position Seoul as a leader among world cities: sharing its ‘smart city’ credentials and showcasing its technical sophistication. Seoul is much more than an exemplar smart city. Since before the ‘Candlelight Revolution’ of 2016 it has been increasingly concerned with exploring how a World City can develop for the benefit of all its citizens, as an administration imbued with accountability and transparency. We’re delighted that culture is taking its rightful place alongside other concerns in pursuit of this goal.
What brings the WCCF to Seoul is an invitation to learn about the city’s exciting new Cultural Strategy. It’s a turn away from purely economic concerns in relation to culture, and an attempt to shape the city so that all its citizens can enjoy the many benefits that come from engagement with culture and creativity.

The Summit will be reflecting on the ways in which culture and creativity can play a civic role in the life of a World City. We are all concerned about the divisions that are emerging in our societies, as the world threatens to take a turn away from globalisation and free exchange of ideas and people. Culture has the means to bring people together: to act as a stage upon which to debate, discuss and deliberate on what kind of future we want for our cities. It can be a way for people to express themselves, to make their voices heard and to persuade others that another world is always possible.
The World Cities Culture Summit in Seoul will be informed by two important pieces of research: both of which have proven invaluable in London as they have in Seoul. Making Space for Culture highlights the need for city authorities to step in and play a role in securing creative spaces. Culture and Climate Change shows how the technological and social aspects to climate change will need artists to help interpret and design our responses.

All these themes will be informed by our member cities’ own experiences, and the unique contexts that are shaping each of our situations. Through open dialogue between continents and across languages city leaders will be able to bridge our national divides to unite around shared responsibilities to our citizens.
As technology eliminates distance, and global media make us ever-more aware of each other’s lives, so there is a role for a global coalition of World Cities who can stand together across national divides and speak for all citizens of the world. Citizens of the world are creative and culturally adventurous, they recognise that art does not respect boundaries. They see that cities may offer the best chance we have to shape a global future. Culture isn’t just some indulgent add-on, but a vital ingredient to such a project. It starts with the WCCF Summit in Seoul. Who knows where it will take us?
